Best business ever is to have contract with the state. The big, juice, lot-of-money contracts, with no disclosure agreements. It is the best business before the state, any state, have more money that any individuals can have. So, being involved in such best business will mean you hit the jackpot.
Or even better, the best business is to BE a state. It’s a sort of legalised mafia. You can ask money with the law on your side 
You can ask 50% or more of all money your subjects are earning… Isn’t it sweet?
